MODISE: DEFENCE BUDGET VOTE, NATIONAL ASSEMBLY

That was whether the military would show loyalty and commitment to democratic change, and whether we would be able to unite former adversarial forces into a unified defence force. There have been major changes in Defence policy and in the culture and values of our defence force. All the aforementioned have played an historic role in the transformation of the Department of Defence and creation of our South African National Defence Force. [highlighted result]

MODISE: PARLIAMENTARY MEDIA BRIEFING, FEB 99

That was whether the defence force would show loyalty and commitment to democratic change, and whether we would be able to unite former adversarial forces into a unified defence force that would be capable and disciplined - and enjoy the respect of our people. Furthermore, we had to achieve that integration and the creation of a new defence force within the context of major and necessary Defence cuts. I believe that w e have succeeded in laying a firm foundation, that we have delivered in ... [highlighted result]

The units to move out of Lesotho will be 1 Special Service Battalion, 1 SA Infantry Battalion and 1 Parachute Battalion. I would like to thank all the members of the SANDF and the Botswana Defence Force who made up the SADC Intervention... [highlighted result]

MODISE: NAMING OF THABA TSHWANE

This can only be achieved by giving all our people - and in terms of our defence force, all our members - a feeling of common ownership of the South African National Defence Force. Following the occupation of Pretoria on 5 June 1900 during the Anglo-Boer War an area south of Pretoria became known as "Roberts Heights". It was named after Field Marshal Lord Roberts, Commander-in-Chief of the British Forces in South Africa. [highlighted result]

ADDRESS BY THE MINISTER OF DEFENCE, MR J. MODISE MP, ON THE OCCASION OF THE DEFENCE BUDGET VOTE, NATIONAL ASSEMBLY, 26 MAY 1998. We have begun reorganising the upper administrative levels in Defence by amalgamating formerly separate administrations for the army, air force, navy and medical service into a single management structure. The strengthening of the Defence Secretariat is a major area where we have been developing civil control over Defence. [highlighted result]

MODISE: PARLIAMENTARY MEDIA BRIEFING WEEK FEB '98

The final stage of the Defence Review will be completed, the Defence Act rewritten and, as the President indicated - in his opening address to Parliament - _we can now start the long awaited process of re-equipping our National Defence Force. At present, the capital cost component of the defence budget has shrunk to an alarming 13% of the Defence budget. Of note is that General Masuku has become the first black officer to command Defence Medical Services - one of the four Services of the ... [highlighted result]

MIN MODISE: ADDRESS ON AIR FORCE DAY AT SWARTKOP

ADDRESS BY THE MINISTER OF DEFENCE, THE HON. MR JOE MODISE, ON AIR FORCE DAY, AT SWARTKOP AIR FORCE BASE, 13 FEBRUARY 1998. It is indeed a pleasure and a honour for me to officiate here today at the 78th anniversary of the South African Air Force - the second oldest air force in the world. On the contrary, our White Paper on Defence argues emphatically that, in an uncertain world, we need an effective and efficient Defence force supported by an appropriate Defence industry. MIN MODISE: ADDRESS TO THE MEDIA AT LIMA '97

This development is welcomed by South Africa and has helped to reclaim for the South African defence team a respected and dignified role in the international defence community. South Africa anticipates a speedy normalisation of defence relations with the United States. The Defence Review which was formally approved by the South African Cabinet and Parliament earlier this year, clearly supports the defined core force structure and capital equipment requirements for the South African National ... MIN MODISE: BANNING OF ANTI-PERSONNEL LAND MINES

Transparency is regarded as important element in this process, and South Africa was the first country in the world to have involved the media and NGO's in witnessing phases of the anti-personnel mines destruction. The destruction of our stockpile is far ahead of the terms of the newly negotiated Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines on their Destruction, which provides a period of 4 years after Entry Into Force for the ... MIN MODISE: 2ND NATIONAL CONFERENCE ON SMALL BUSINESS

Our Defence Review, which is adding detail to the policy framework established by the White Paper, has built consensus around our need - in an uncertain world - to retain an effective defence force supported by an appropriate local Defence industry. We will ensure that, in addition to the provision of modern Defence equipment, these packages promote social and economic projects leading to greater industrial development and employment opportunities in South Africa. The Service Corps Programme ... [highlighted result]

MIN MODISE: DESTRUCTION OF SA'S ANTI-PERSONNEL MINES

With this final phase of destruction, South Africa has, therefore, fulfilled its obligation in terms of this Convention even before the Convention was opened for signature. This aim was reinforced when South Africa hosted the OAU conference on land mines in May this year. Mine clearance is a hazardous and difficult task, because in many cases the mines have been laid indiscriminately and without clear and mapped markings of the extent of the minefield. MIN MODISE: PEACEKEEPING COURSE, ZIMBABWE

I welcome those attending most warmly, and assure you that there is no topics of more significance to the security of our region than peacekeeping and peace support operations. Any one, or a combination of these threats to stability, could spill over borders and require some form of military intervention - in the shape of peacekeeping or peace support operations, together with intensified border controls. The nations of this continent would not be immune, and at the very least, we may be ... [highlighted result]

MIN MODISE: SIR PIERRE VAN RYNEVELD AIR POWER SYMPOSIUM

The theme of this conference - "Air Power in Southern Africa, a Collective Asset, its Challenges and Opportunities" - is particularly relevant. Defence, and air power in particular, can make a significant contribution to this new era. Air power is, and will remain, a vital component of a balanced military force, both in defence and in security building. [highlighted result]
